Middle set on a 2-broadway board. Calling instead of raising lets us keep the bluffs in and lets BB wake up with a weaker hand. UTG often barrels Kx and we have the nuts on most turns. Slow-play in this spot is correct because the board is dry-ish and villain has plenty of cbets that fold to a raise.
