At 25bb effective, 99 is an open-shove from the cutoff in many push-fold charts and definitely a hand that does not want to play postflop out of position to one or both blinds. A min-raise commits too much of your stack to fold to a 3-bet shove. Just rip it in and collect the dead money plus all the worse hands that call.
